Türkiye's Ministry of National Education (MEB) has launched a new compulsory assessment called the UDSP Foreign Language Proficiency Exam (Uluslararası Diploma ve Sertifika Programları – International Diploma and Certificate Programs). The exam serves as a language gateway for students wishing to enter internationally recognized programs at MEB-affiliated public and private secondary schools.
The UDSP Foreign Language Proficiency Exam is designed to assess whether students have the language skills required to succeed in international programs. It is administered in English or German, and students sit the exam in their chosen language.
The exam is open to students currently enrolled in:
Students must be registered in one of MEB's school management systems (e-okul, MOBİS, or e-mesem) to be eligible.

The exam fee is 2,000 TRY (VAT included), payable online via odeme.meb.gov.tr or through selected Turkish state banks. Applications are submitted at basvuru.meb.gov.tr.
The exam will be held in all 81 provincial centers across Türkiye. Students must select 5 preferred provinces (at least one of which must be a metropolitan city).
Exam admission documents are released on June 29 — just five days before the exam on July 4. Families of students who are currently in language programs starting around this period are strongly advised to consult with an education counselor to ensure their preparation aligns with the exam timeline.
This new requirement directly affects the pipeline of Turkish students entering IB, AP, Cambridge, and other internationally recognized programs. Students who do not pass the UDSP exam will not be permitted to begin these programs, regardless of their academic profile.
For international schools recruiting students from Türkiye, this is an important development to be aware of when engaging with prospective families.
